No randomness in it. Everything depends on the difference between the car class of criminal and victim. UF1 vs bigger cars gives a higher amount than FXR vs lower classed cars.

If I recall correctly, UF1 can rob 1400 off an FXR, and TBO class cars steal 400 off each other.
