I want to be Officer I have 3 years experience in LFS and I know the responsibility I am 35 years old.

??? Do we know at some point ? Not so sure ... Experience in LFS doesn't mean experience in CLC, please take time to read all rules first.

Hi there Turk. You must cadet before you can be officer.
To cadet you need 2000km on the server, you must know the rules and have good behaviour.

When you have reached 2000km, you can ask a officer to train you to cadet.

Well, first you need to read and digest the following:

Cadet Guide

Cadet Rules

Police Rules & Rankings

Police Fines List

As well as being sure of all of the following:

General Server Rules

Road Rules

Then, provided that you have enough km in CLC and you can ask an Officer to take you as a Cadet (as detailed in the Cadet Guide). If you show the correct attitude and aptitude then it's all down to the Senior Officers in the force to make the decision to promote or otherwise.

BTW, what is your LFS licence name?
