Protocol for new Cadets?

Protocol for new Cadets?
I notice using the online viewer that all the CLC action seems to unfortunately be during the day while I'm at work. Nighttime Eastern tends to be pretty empty. Heck, I've even had to start the race a few times it's been so long since anyone's been on. One of the things I always enjoyed about cruise is having non power-hungry cops around to make speeding more fun and give chase now and then. Since it's unfortunately mostly a ghosttown for me, what's the protocol now for requesting to be a cadet/officer? I'd be glad to volunteer.

Sorry, I wasn't clear about my question. In a nutshell, I've been playing nearly nightly for about 2 weeks and I've only seen one Cadet online, so it makes it difficult to ask an officer online if I can be a cadet. No biggie, I just know of at least one person that left the server for another cruise server due to there never being any cops online.
