Not hard to guess. Everything beats FrontPage.. even NotePad.
The original web site was done in DreamWeaver by RayFighter, maybe Chris P helped out some as well, but I'm not sure. But I doubt the school you're at will pay for DreamWeaver licences when FontPage comes included in Office.

My old highschool would only offer programs that were, well free to everyone such as blender. except we had photoshop because my teacher had an illegal copy. We paid 60$ for student fee's and every program that we used was free or illegal. Education system FTL.
