Simple solution, don't tap the barriers with marshalls near them. Drive extra careful near marshalls. They are placed in danger prone areas and special areas (near the police station etc..) to encourage players to drive extra carefully. They can choose not to drive carefully and most of the time it'll work out fine. But from time to time the marshall will get you and you'll end up paying the 1200 + whatever bonuses you had. Thats the bet you make when not driving extra carefull around marshalls and sometimes you win, sometimes you lose.
