Everything seems great, pings, etc. I don't think your ISP is your problem, I think my best guess now is a firewall is blocking LFS and CLC. Do you know what you use for a firewall? if it is just windows firewall try this...
Go to control panel/Windowsfirewall(Securtity center, or something like that sorry don't use XP hope you cna find the firewall.)
Now there are two things to do here, first add a program to the exception list with the firewall, once again don't have XP anymore but I believe it is just a button like add program, under exceptions.
Find your LFS.exe, (most likely either in your documents or on the c drive/ program files.)
Once you do that I recommend also adding these ports as exceptions: (once again should be a button like add port, or something.)

Now this would be for the windows firewall you may use another firewall or even use two firewalls, try to find this out.
Another thing you say you think you have problems with other server, have your tried connecting ot others to make sure? This most likely won't work but is a good step to try.
One more thing along with what firewall, what virus protection are you using? (just asking because some have built in firewalls as well.)
To summarize: Add exceptions to firewalls, and answer what firewalls/ anti virus you have.
Well I really thought we would have solved this case by now, hopefully this step will be the answer.
